A charge of 10% of the cost of the apartment is usually deducted by the builder before refunding the amount but there are certain things that need to be focused upon:
Be sure that you have not signed any contract regarding this and if you are good at negotiating, you can get the full amount back. Otherwise the amount is usually refunded.
