Potharam is a Village in the Mallial Mandal of Telangana State, India's Karimnagar District. It is a part of the Telangana region. And the transitional zones between rural and urban land uses are known as peri-urban zones, and they are situated between the rural environment and the boundaries of urban and regional centres. As urban growth spreads into the rural and industrial territories, peri-urban region borders are permeable and ill-defined.
As per my knowledge following, the regions fall under the peri-urban zones- Farooqnagar, Shabad, Chevella, Sangareddy, Bibinagar, Bhongir, Choutuppal and other regions in the Hyderabad Metropolitan Area.
Buildings are permitted in peri-urban zones with a maximum ground covering of 25% and a maximum height restriction of 18 and 15 metres, respectively, for residential and non-residential uses. Holiday resorts, movie studios, outdoor recreational activities, institutional activity, designated parks, etc. are all permitted uses in peri-urban zones.
So, to answer your question, Potharam village is not a peri-urban zone.
