I believe the Government has made it mandatory to construct stilt parking for buildings which have at least 4 storeys. So, it is fine to purchase a stilt parking. But it is illegal to construct houses or apartments in the stilt parking lot. So, if your buyer is selling you apartments located in the stilt parking area I would suggest you look for some other options.
