Hi Ravindra,
A friend of mine has worked as an election officer of a Cooperative Society previously so I know what an election officer is and who appoints them. These election officers are known as Returning Officers and there are different Returning officers for different Cooperative Housing Societies. And every Returning Officer, who is the main point of contact between the election candidates and the voters, is appointed by the Cooperative Housing Committee.
So to answer your question, only the Cooperative Housing Committee is authorised to appoint an Election Officer or a Returning Officer.
