Pagdi was legalised under the Maharashtra Rent Control Act of 1999. A co-owner may sublet the property, but the rent that he or she will receive must be split between the actual owner of the property and the part owner who is the first tenant. A landlord may grant ownership to a tenant in exchange for a cash deposit; this partial ownership means that the renter has a particular right over the property but not the land in this scenario. The original owner of the property is able to make a little bit more money thanks to this clause.
So, to answer your question, you may get Pagdi ownership in the TMC area if there is a Pagdi property and system available there.
