The refuge area is the shelter every tall or skyscraper building should have during the time of emergency. According to the NBC Code, the first dedicated refuge area should be after 24 metres of the building on every seventh floor of the building. The Code states that the refuge area should be at least 4 % habitable. And the area calculated as the refuge area is not calculated in Floor Space Index (FSI). If the refuge area is more than 4% then the exceeding area should be calculated in the FSI.
If the building has 24 storeys or it is above 70 metres of height, another refuge area can be offered by the building at the mid landing level of the staircase. So basically, what I perceive is that the number of refuge areas in your building depend on the building height as well. So analyze that and you will be able to reach a conclusion.
The refuge area should be easily accessible for emergency purposes.

In a (G+13) storied building the refuge area is on the 8th floor, as per the rule of 24 metres. As 4% of each floor should comprise the refuge area, the area works out to 4x14=56 ie 56% of the 8th floor area would be required to fulfill the requirement. What I would like to know is whether only one refuge area would suffice for the building? FSI entitled is only for G+13
