In my understanding in a stilt structure, if the lowermost area is used for parking, it will be considered as ground floor only. This area can also be used to have the maintenance room of the society.
For example: I live in an apartment building and own a flat on the 2nd floor. In my apartment the ground floor is a parking area which is open. The 1st floor can be accessed via stairs or lift.
