I had the same query as you. A friend taught me how to get completion certificate for building. In this answer I will share what I learned. Read below.
How to apply for completion certificate ?
1. You can get the Completion certificate from the Delhi Local municipal corporation or development authority of Delhi
2. You will have to write an application to the concerned authority asking for the certificate. You will be required to attach certain legal documents like building plan and title deed.
3. A joint inspection by the local authority will be scheduled after you apply via application.
4. If the building/project is built in accordance with all specifications, rules and regulations set by the municipal body
5. Then the Project Completion Certificate will be issued duly signed and stamped by the concerned authority.
