Pagdi system is just a tenant-ownership system. In this the transfer is made if the legal heir lives with the pagdi holder during his death but with the permission of the owner. The tenancy rights cannot be willed and inherited. However, you can request the owner to make the transfer by charging reasonably as per the market price. If the tenant still refuses then, you can move to the court with the help of an advocate to obtain orders for the transfer.

I stay in Pagdi house which is in my dad's name and my dad expired last year and landlord is charging large amount for transfer the property to my name. My home is in chawl and I can’t pay so much amount as I am doing job. My dad made a Will also, please guide me what can I do.
