Hey Friend,
It is better to address a letter by someone's name. That is the best option when it comes to addressing someone in a letter. You can also address some by the position of a person if you have no idea what the name of a person is. If it is an organization or institution you can address by writing the name of the organization/institution. If you are still having problems figuring out who you should address the letter simply go for Sir/Ma'am. That's what we have been taught in school and this is one of the simplest options to go for.
