With the help of an advocate, issue a legal notice in the name of the person who is refusing to sign. If he still refuses to do so, you can file a suit against him.

I have purchased a shop in Virar, Maharashtra. The original seller sold the shop to a someone way back in 2015. I have purchased the shop from the existing party in 2021. But unfortunately, the original owner didn’t changed his Gharpatti (Shop Tax) All the parties who have purchased the shop including me, is paying the tax by his name. When the queried about this to the original party, he refused to sign the papers for the name change in Gharpatti form and demanded Rs. 5,00,000 from me. What to do now ? Municipality office is not helping in this case. Please help.
