You may form a provisional association with the cooperation of other society members and approach the builder for the same to bring in his notice. If he doesn’t listen to you, you may proceed further with legal actions.

I am living in an apt community of more than 1000+ flats. This is still under the control of Builder as we have not formed the association(it is in progress and will be formed within 6 months) . He charges around Rs. 2.50/sq ft of maintenance charges for which it comes around Rs. 2500 per month for me. For that amount he is collecting the GST of 18% . But i heard that no GST should be collected if the amount is less than 7500 but i am not sure.
