Here is the process I came across to paint over vinyl cabinets.
Use the TSP (trisodium phosphate) to clean the cabinets.
Now, using fine-grit sandpaper, lightly sand the surface to get a rough texture.
After applying a layer of primer made especially for vinyl surfaces, allow it to dry.
To get the coverage and finish you want, use two to three applications of a 100% acrylic paint.
Let it dry and finally reattach the hardware.
