You must use a bonding primer or an oil-based primer to paint over enamel paint without sanding. The kind of paint you're using as a topcoat will determine this. I came to know this when I hired a painter to paint over the enamel paint. I observed the steps he followed on how to paint over enamel paint without sanding​. So, I am sharing the same below.

How can You Paint Over Enamel Paint without Sanding?

  1. Use warm water and a degreasing cleaner, such as a degreaser, detergent, or sugar soap, to clean the surface. 

  2. Now, use a cloth to apply a liquid deglosser in place of sanding. 

  3. If you're using oil-based paint, apply an oil-based primer first. 

  4. A bonding primer is a superior option if you're going to use water-based paint. 

  5. Use a primer based on shellac for uneven surfaces or when further adhesion is required. 

  6. Let the primer dry.

  7. Finally, put on the topcoat of your choice. It is best to choose 100% acrylic latex paint.

To put it briefly, clean, degloss, bonding primer, and topcoat result in a brand-new appearance without the need for sanding.
