I did paint the frame and trim, so I can share how to paint outside windows frame. You should ideally clean the whole window first using dry and wet techniques. I will write the remainder below.

How to Paint Window Frames Exterior?
Here is the method you can follow to paint your exterior window frames:
Window Frame
Start by pouring the thoroughly mixed paint into a bucket and dipping a 2” to 2½” wide nylon or polyester brush into the paint.
Take your brush and begin painting the inside frame of the window, starting at the top.
To avoid paint drips, tap off the excess paint against the inside wall of the bucket.
Continue this until the inside frame is complete. Let it dry.
Window Trim
To paint the window trim, begin at the top corner of the window and paint the side edge of the trim where it connects to the wall.
Continue till all the side edges of the trim are done. Dip your brush when necessary to maintain a wet edge.
Go back to the top of the window trim and begin painting the trim’s face.
Continue till the window trim is complete.
