I do not know how to apply for succession certificate online Delhi. There is a portal that helps to get a marriage certificate, handicap certificate, death certificate, and more in Delhi and the portal is-

On the right-hand side, you will see the option “Apply for Certificate Online”
Click on it
Login/register and apply for a succession certificate if there is an option.
We went for the offline option, so let me share the steps here-
Approach the Taluk/Tahasildar office or a district civil court
Obtain the application form from the officials
Provide all the details- your name, your relationship with the deceased, the name of the deceased, and more
Submit the application form
Let the local revenue officers and village administrative officials verify the details provided
Once everything is done, the applicant can collect the certificate within 14 days.
We paid no fee for obtaining the succession certificate but we definitely had to pay for getting it notarised.
