He used a tube spanner to remove the tap spindle, and a little water dripped out when he did.
After that, he cleaned the spindle, checked the washer and O-rings, and replaced the old, worn-out ones with new parts.
He also applied a bit of tap grease to the threads.
Once the new parts were fitted, he reinstalled the spindle, tightened it properly, and put the handle and cover back on.
Finally, he turned the water back on and tested the tap; it stopped perfectly, and the handle no longer kept turning.
