HO no. in pension is assigned to each pensioner by DPDO. This number is unique for each person. It lets the authority maintain records in their database. At least, this is what has been given in the Government of India Ministry of Defence रक्षा लेखा महानियंत्रक website. I think an entire list of DPDO offices per zone is also given on the site.

The office assigns an HO number to each pensioner. The number holds information like name, Rank, Group, QS, and Date of Birth of the pensioner amongst other personal details.
