Oh my God, this seems too twisted. But I think you can still get the electricity connection in your name. You can get in touch with the previous owner and if he doesn’t seem to have a death certificate, you can ask them to contact GHMC authorities or go to the Meeseva Kendra to obtain one. They will have to get verification done from hospitals and ward offices. Once everything is verified, death certificate will be issued. You can ask them to provide you with NOC from all family members as well.
If it’s hard for you to get hold of them, I believe you will have to contact a lawyer to get resolution for your problem.

How To Change Name (title change) In Electricity Bill Online in Hyderabad from NRI Legal Heirs? My uncle baught a flat 5years ago from the owner where he is staying (rental house). Title (name) is on owner's mother name who passed away around 15Yrs back. Even owner's father passed away long back. Owner & his sister, both NRI's sold flat with mutual agreement (as per legal suggestion) and flat got mutated in GHMC record onto my name. When I approached Telangana electricty board for title change in electricity bill, they did not accepted govt mutation certificate. Reason being the title on Owner's mother name. Mutation in GHMC records was done by their heirs. Electricity department have asked for owner (title holder) dealth certificate, their family members certificate, 'no objection letters' from their family members. Kindly suggest as previous owner (NRI) is not reachable to contact them . How to get no objection certificate from NRI customers. How to go about in case they don't have death certificate and family members certificate. We baught flat 5years back and property taxes are on my uncle's name. Thanks.
