https://delhijalboard.delhi.gov.in/jalboard/water) and look for the Name Change / Mutation service under online services. You can also collect the form from a DJB office if needed.
Apply for transfer of name due to purchase, inheritance, or ownership change. Enter the correct consumer details and property information.
Keep scanned copies ready: Sale deed (for property purchase), Succession certificate or NOC from co-owners (in case of death), Affidavit indemnifying DJB from legal disputes (attested by Notary), and Copy of the last paid water bill.
Submit the filled application online or at the concerned Zonal Revenue Office (Water) [ZRO(W)] along with documents.
Pay the mutation fee of Rs. 100 (if applicable). Occupier security, water advance, and meter security charges may also apply.

What is the Procedure to Change Name in Water Bill in Delhi?
Go to the
DJBRMS portal.
You will find the Mutation Application form there.
You have to print out the form and fill it out.
You need to attach a set of documents along with the form, which include the following:
Identity proof of applicant.
Ownership proof of property
Copy of the updated last bill of water charges.
An undertaking that there is no legal dispute or court stays on the property or connection.
Bill of mutation fee generated after due approval to be deposited via any payment mode.
The filled application will then be accepted by the office of the concerned ZRO(W) after you submit it there.
