My brother had two Voter ID cards and recently he cancelled his second one. Here are some reasons why one cancel their voter registration and they are-

If the voter is a citizen of another country
In case of any duplication, like if the voter has two voter cards

Go to the official website of Election Commission of India
Download Form 7
Click on Download this file

Next you will have to fill the form with details like-

The name of the Electoral Registration Officer
Enter what you wish to delete from the list provided
Write applicant’s name, surname, part number and more
Write your reason for cancellation and more

Now submit the form along with your signature to the Electoral Registration Officer.
