In 2007, 2011, and 2013, Priyanka Gandhi made three payments to purchase the privately owned land allotment. Non-agriculturalists are prohibited from purchasing land in the state without the government's approval under the HP Tenancy and Land Reforms Act of 1972. In accordance with Section 118 of the Act, authorization is granted.
The purchase of the land and the granting of permits were made possible by Congress veteran Vidya Stokes, a former state cabinet member who was well-known to be close to Sonia Gandhi. Dev Ashish Bhattacharya, an activist, filed an RTI appeal in 2017 requesting information on Priyanka's property purchases. The Shimla deputy commissioner refuted the report, claiming Priyanka's special security position under the SPG. Then the case was brought before the high court, which dismissed Bhattacharya's argument as well.
