First, make sure the meter of the fuel dispenser is set to zero before refuelling. If it is not, ask the attendant to reset it first. Some will pretend to set it at zero but they start from a higher amount.
You can also try purchasing an odd amount. Usually, people ask for fuel of Rs. 500 or Rs. 1000. In many cases, the perpetrators will set the fuel volume at amounts lower than the actual volume. To avoid that, you can purchase in odd amounts, like Rs. 565 or Rs. 1215. This will make it difficult for them to cheat you.
You should also go to reputed petrol pumps that have well-managed attendants.
