A member can be added to a ration card both online and offline. One can go to their state's local office of the food and civil supplies department to find out how to add a new member to their ration card offline.
For the online mode, one can go to the state government website of their particular state to add the names of the members online. For instance, you must go to the
Department of Food, Civil Supplies & Consumer Affairs Govt. of Karnatakaportal in Karnataka to add name in ration card.
