No, a terrace can not be locked. A Terrace is considered as a common area and common areas cannot be locked.

Every member of the society has access to all terraces with a shared entry, regardless of which floor they are on. According to the law, open spaces, such as the terrace, are for the use of all residents. But there might be some cases where you will not be allowed on the terrace. You may not be granted permission to enter the terrace for the safety of all the residents.
