Hi Apurva,   Even I'm facing a similar issue with my apparent association. Could you please share any legal document which I can present to my association to claim access to the terrace? A screenshot of your bye laws also would do.

No, a terrace can not be locked. A Terrace is considered as a common area and common areas cannot be locked.
