By default, an owner is a seller of the property. If the property has been sold by the builder to an individual, he needs to get his name registered to claim property ownership.
It is made mandatory as per the Section 17 of The Registration Act 1908.
The Act states that the documents of an immovable property need to be compulsorily registered.
