Yes, usually a property without OC attracts higher property tax as a result of penalties. By law, it is necessary to obtain the Occupancy Certificate before acquiring property or before one starts living in it. Not only this, without an OC, you might have to pay higher charges for water connection.
If your builder fails to provide occupancy certificate, you can ask them for the occupancy certificate by filing a written application. If they still fail, these are your options:
