I rented out my property in Delhi for a couple of years and a family lived there for 11 months. They had triplets who were just 2.5 years old. I went for inspection to actually see if the house needed any renovations or painting, I saw scribbling and doodling all over the walls.
In my opinion, it should be considered as basic wear and tear because when you rent out your property to the next person, you will provide a fresh coat of paint as well. So, yeah, it should be normal wear and tear.
