You pay rent and maintenance charge (in most of the cases) so it is the duty of the landlord to make the place habitable and take care of the repairs or issues. If your ceiling is damaged, report it to the landlord and ask him to take the necessary actions. A tenant should pay for the repairs only when he/she has done it.
