The Vastu Shastra says the pooja room should not be situated on the first floor. It is considered that having your pooja room on the ground floor brings prosperity. It should ideally be facing either the North, East or the Northeast direction. Also, the pooja room should be in the center of the house.
Moreover, it is a belief that the reason behind the preference for a ground floor is that the pooja room would rest directly on Mother Earth.

It is believed that the pooja room on the ground floor is the best. It then brings maximum positivity and is a good omen. But if you ask me- can we build pooja room in first floor I will say yes. It is not always possible to get an apartment on the ground floor. If you purchase an apartment on the first floor or other, be sure you abide by other Vastu norms.
