You can use a bonding primer made for smooth surfaces and follow it with a good-quality acrylic cabinet paint.
Apply thin coats, sanding lightly in between, and let each coat dry properly.
Once the paint is fully dry, you can put the hardware back.
For extra protection, you can add a clear water-based topcoat so your cabinets stay fresh longer.
