A revenue plot is nothing but an agricultural plot and generally the government does not want to convert it as it may result in the scarcity of land for crop production. But with the increase of population many revenue lands are getting changed to residential land. You will need some documents like:
Proof of your land ownership
Zonal certificate from Urban Development Authority/Town planning
3 copies of R.T.C
3 copies of the sketch of your land and more
You might also need to file an application with the Commissioner of the Land Revenue Department and state the reason for conversion.
