On an NA residential plot, only uses permitted by zoning and township by-laws are allowed. If a shelter isn’t a permitted use, it needs a change-of-use and building permission.
Object in writing to the local planning authority (Shahapur Panchayat/Municipal office) under the MRTP Act, 1966, citing by-law violations; request a stop-work/demolition action for unauthorised development (section.52 MRTP). Also complain to the Collector/Town Planning Department.
If construction continues, seek a civil court injunction and cite public nuisance (IPC section.268) or health/sanitation breaches. Keep evidence (photos, plans).
