As per my knowledge you can use cement to fill gaps in paver blocks. I hope this is the query you want to resolve. You just need to mix 1 part cement and 6 parts dry sharp sand. You can use water and sprinkler to fill the gaps. After 24 hours the solution will harden. It will prevent rainwater from leaking.
