As far as I know, the SC has stated earlier that misuse of residential plots for commercial activities such as banking or nursing homes should be banned. So, legally speaking, you cannot use a residential plot as a nursing home. I suggest you convert your residential plot into a commercial one if you want to open a nursing home there.
