A tenant is not responsible for painting his/her room unless agreed upon in the agreement. It is usually the landlord who does that. A landlord can paint his/her rented property as they wish, but make sure you seek the permission of the tenant who is supposed to be living there.
If there is no one living in that property, you can paint it anytime you want. If there is a tenant who is supposed to be living there but is currently absent, you should not paint the property before seeking his/her permission.
