You can buy land in the urban areas from Himachal Pradesh Housing and Urban Development Authority without any permission.
As per the section 118, you will have to apply for the permissions of the authority for purchasing any kind of land by stating the purpose of buying it. Then the authority will review your application and act accordingly if you qualify for that or not. For agricultural purposes, you can purchase up to 4 acres, 500 square meters for residential purposes, and 300 square meters for commercial purposes.
