A lot of chaos occurred recently in Pune, Maharashtra where the citizens wrote to the CM of Maharashtra. They said that if these plots are sold, they will be deprived of their legal rights of access to several civic amenities. Hence the proposal to sell amenity plots is still under hold for almost all states.
In short, to answer your query, can I buy a plot in amenities block of layout? I will say no. Most probably these lands will be given on lease but not sold entirely. I would suggest you don't buy such plots and even if you plan, consult with legal experts first.
