According to my understanding, if there are multiple co-owners of a flat, the AGM can only be attended by the co-owner whose name appears first on the share certificate. In the event that he is unable to attend, the person whose name appears second can do so with the first co-owners written consent.
You should be aware that no other proxy or agent with power of attorney is permitted to attend an AGM on behalf of a society member. A nominee is not permitted to go to a housing society's AGM. Additionally, he is not permitted to make any resolution proposals or cast any votes in favour of resolutions during the society's AGM.
