Hey,
As per the government’s rule, if the builder has used the basement to build a room with a bathroom for his personal use then I should tell you that the basement spaces or parking area cannot be allowed for residential purposes. The builder cannot make any construction in the parking area as per municipal laws. It is only meant for parking by the flat owners only.
If the builder has already parted away the entire flats along with the undivided share of the land to the flat owners then the builder will not have any right to claim the parking area.
