Actually, there is no such law that builder can or cannot charge a transfer fee. Generally, this is mentioned in the agreement. I would suggest you consult a lawyer if possible. He/she would give proper legal advice on this.

Builder asking for Rs 250 per square foot for transfer of under construction property. Builder buyer agreement does not mention anything. Is there anything that can be done?
