Yes, as per the new law, vacant B Khata site in Karnataka (especially in Bengaluru and other urban areas) are also eligible for A-Khata conversion. But it is not automatic and depends on strict conditions.

  • A vacant plot needs a road in front that is recognised as a public road. If the plot connects via a private road, that road may first need to be legally declared public, e.g., under the Greater Bengaluru Governance Act rules, before conversion is allowed.

  • If the land was agricultural originally, it must be converted to non-agricultural use under the relevant land revenue rules.

What is the Latest Khata Conversion Eligibility?

Apart from what I mentioned above, here are a few more criteria:

  • It must also obtain planning authority approvals, such as under the Karnataka Town and Country Planning (KTCP) Act. This act involves layout approval or single-plot clearing from the competent authority. Without this, the plot cannot be legally upgraded to A-Khata.

  • Recent state moves (e.g., extended B-to-A conversion schemes) targeting formalisation mean vacant plots on public roads, and with proper approvals, are eligible to apply for A-Khata. It typically involves a conversion fee (e.g., 5% of the guideline value) and satisfying all statutory requirements.

Situations Where Khata Conversion is Limited or Denied

  • Unauthorised Layout without Approval: Vacant plots in unapproved or private layouts without proper planning sanctions usually cannot be converted until e-Khata approvals are secured.

  • No Road Connectivity: If there’s no recognised public road access, conversion is blocked until the road situation is resolved.

Vacant B-Khata plots can be converted to A-Khata but only if you actively meet planning, road access, and statutory conversion criteria. Hope you get an idea.
