I believe that she has lost her domicile certificate. If she belongs to India and she needs domicile certificate in India, then she needs to visit the revenue office and submit the documents such as:
PAN Card
Passport
Aadhaar Card
Voter ID Card
MNREGA Job Card
Driving License
Photo of Applicant
Signature of Applicant
I don't know what is the procedure to obtain domicile certificate in the USA since I have never been in the USA. I hope you find this informative.

A widow ,aged 79yrs. staying with distant relative needs Domicile certificate for joining her son in USA. She has valid Indian Passport but has lost the original domicile certificate. The address on passport and her Voters ID are the same but but she does not stay there as she has sold the flat. So, how to get a duplicate domicile certificate now?
