The government in Rajasthan is making it much easier for businesses and individuals to change how a piece of land is used. The revenue department is preparing amendments to Section 90A and related provisions to simplify the change of land use (CLU) process under the Centre\u2019s Business Reforms Action Plan (BRAP) Part II.<\/span><\/p>\n

As per the sources, the proposed changes are awaiting approval from the revenue minister. Seeking to allow land-use changes in both planned and unplanned areas without separate CLU approvals. It is said the move would reduce regulatory hurdles while protecting the state revenue.<\/span><\/p>\n

For a long period of time, the industry has complained that the existing CLU regime is cumbersome, due to its slow and highly vulnerable to delays and discretionary implementation that can lead to harassment. The procedure routinely stalls the major projects, impacting the development.<\/span><\/p>\n

Under the proposed framework, the multi-layered approval process will be replaced by a streamlined and fee-based system. In both the planned and unplanned areas, individuals and businesses will be automatically subjected to the payment of the land conversion fee, eliminating the standalone CLU approvals.<\/span><\/p>\n

Further, the centre has also proposed dispensing with land conversion requirements in planned areas where the proposed activity conforms to the master plan. This protects the state’s revenue collection while gradually reducing the project approval times.<\/span><\/p>\n

While Indian states are competing to attract manufacturing projects and private investments. Rajasthan aims to strengthen its competitiveness with easy industrial land availability and transparency.<\/span><\/p>\n

The land conversion reforms are part of a broader package of business reforms Rajasthan committed to implement by July 1 under BRAP Part II. While some states have stepped forward, Rajasthan\u2019s proposals remain pending at the ministerial level.<\/span><\/p>\n
