a. Refugee area receives direct rain fall and if the water gets collected, there might be a chance of seepage of water and probably problems related to it.

c. I have noticed many people using this area for small functions: birthday, anniversary, house warming party and so on. However, these days, many societies have stopped giving permission for such gatherings.
d. At times, the security guards and other workers might misuse this area and might cause a problem. But then, if the administration is strict, this can be avoided.
e. Another point that I have noticed is that, while resale of such properties, people avoid buying a flat that is below the refugee area. I am still not sure why, but I think it is because of the above reasons.
Please do not go for refuge area in building. You can almost never get to know whether the builder has sold the same flat to others or not. My uncle had bought one a decade ago and once a man started claiming that it is his flat. A lot of chaos occurred surrounding it.
