In India, properties in Delhi Cantt, especially in areas like Gopinath Bazaar, are generally under Defence Estate management and are not privately owned. Since you do not have a lease agreement or property registration, you are considered a tenant, not an owner.
Even though you paid pagri and rent for decades, tenancy rights do not allow you to sell the property. Without ownership documents or a registered title, you cannot legally transfer or sell the property to anyone.

I have been staying in Delhi Cantt, Gopinath Bazaar, for the last 56 years. There is no lease agreement or property registration. We paid rent regularly for 54 years but have not paid rent for the past two years. At the beginning, we had also paid a pagri amount of ₹12,000. Can I sell this property?
