I hail from Mumbai and I know that the secretary of a housing committee can be removed by following a procedure.
This can be done by the passing no-confidence motion him/her. It takes places in a meeting called by the other members of the managing committee, presided by the area authority (Registrar).
A notice is sent to at least a third of the members of the committee. Then the motion is passed by at least three-fourths of the committee with at least two-thirds of the committee in attendance.
